Empowering communities through education, employment, and equality since 1986
Pay & Employment Rights Service (PERS), formerly known as the Yorkshire and Humberside Low Pay Unit, was established in 1986. For nearly four decades, we have been dedicated to supporting individuals and communities across the region.
We provide health and wellbeing support through one-to-one guidance and health awareness activities, supporting individuals to overcome personal barriers and improve their quality of life.
Through compassionate support and practical guidance, we help individuals overcome barriers to employment, build sustainable livelihoods, and achieve economic independence.

The principles that drive everything we do
We are committed to addressing poverty and hardship, particularly poverty caused by low pay. Through our programs, we provide practical support and resources to help individuals achieve financial stability and independence.
We work tirelessly to eliminate discrimination and promote equality of opportunity in employment. Everyone deserves fair treatment, equal access to opportunities, and the chance to thrive regardless of their background.
We support individuals in their journey toward education and employment, providing the skills, confidence, and resources needed to access meaningful work and build better futures for themselves and their families.
We provide intensive one-to-one support to help individuals set up businesses from home and become self-employed. From initial idea to successful launch, we're with you every step of the way.
Working together to build stronger communities
From education and training to business support and wellbeing services, we address the full range of needs that impact employment and quality of life.
We provide intensive one-to-one support tailored to each individual's needs, circumstances, and aspirations, ensuring everyone receives the help they need to succeed.
We work closely with community groups and individuals to develop skills that enable them to gain employment or start their own ventures, creating lasting positive change.
